Introduction The procurement Management Unit, Ministry of Education and Vocational Training was established on 27th June, 2005 pursuant to Section 33( c) and 34 of the Public Procurement Act of 2004. Objective To provide expertise and services in procurement, storage and supply of goods and services for the Ministry. This Unit will perform the following activities:- (i) Advise the Management on matters pertaining to the procurement of goods and services and logistics management; (ii) Monitor adherence to procurement process and procedures as per Public Procurement Act; (iii) Develop an annual procurement Plan for the Ministry; (iv) Procure, maintain and manage supplies, materials and services to support the logistical requirements of the Ministry; (v) Maintain and monitor distribution of office supplies and materials; (vi) Maintain and update inventory of goods, supplies and materials; (vii) Provide Secretariat services to the Ministerial Tender Board as per Public Procurement Act; (viii) Set specifications/standards for goods and services procured and monitor adherence to them to ensure value for money; and (ix) Prepare action plan, progress reports and budgets for the Unit. The Unit is divided into three sections; Procurement section § To procure goods and services § Provide secretariat service to the Ministerial Tender Board § Preparation and management of implementation of Annual Procurement plan Stock Verification section § Coordination of replies to stock verification reports. § Handling of disposal procedures for goods. § Maintenance and updating of inventory and records of goods and Assets for the Ministry. Warehousing Section § Receipt, storage and distribution of goods and supplies. § To keep and maintain proper records of goods and supplies maintained in warehouses. PROGRAMS AND PROJECTS The Unit is involved in the implementation of various projects being undertaken by the Ministry. Major program /projects are; § Science and Technology Higher Education Project (STHEP) § Secondary Education Development Program (SEDP) Phase II The Unit is involved in procurement of goods and services for various activities under the programs/projects. LEADERSHIP HISTORY During its establishment the Unit was headed by Mr. Omari Mohamed (Senior Supplies Officer) who was transferred in April, 2006. Effective April 3, 2006 to date, the unit is led by Mr. Jacob J. Kibona. According to new Ministry’s Organization Structure as approved by the President on 3rd June, 2011, the Procurement Management Unit is led by a DIRECTOR effective July, 2011.
