Objective The objective of this Division is to monitor the delivery of education, adherence to the stipulated curriculum, set standards and ensuring efficiency and quality in Education. Functions i. To advise the Commissioner for Education on matters pertaining to education delivery; ii. To recommend strategies for improving the quality of education; iii. To recommend changes and enforcement/implementation strategies for education laws and regulations; iv. To prepare appropriate plans and budget for the division; v. To coordinate school inspection services for Basic education Institutions; vi. To initiate and review school inspection policies, guidelines and standards; and vii. To monitor and evaluate implementation of school inspection services. Inspectorate Division comprises four sections:- i. Primary Education Inspection Section; ii. Secondary Education Inspection Section; iii. Teacher Education Inspection Section; and iv. School Inspection Management Support Section. Primary Education Inspection Section The section is responsible for the following activities:- i. setting targets and guidelines and co-ordinating inspection of pre-primary, primary schools, adult, non-formal education centres and special education schools; ii. recommending strategies for improving the quality of primary education; iii. preparing quarterly, mid-year and annual school inspection reports and ensuring follow-up actions for primary education; iv. evaluating effectiveness of instructional materials in use in pre-primary, primary schools, adult, non-formal education centres and special education schools; v. preparing lists of instructional materials intended for use in secondary schools; and vi. monitoring adherence to set laws, regulations and directives related to primary education. Secondary Education Inspection Section The Section is responsible for the following activities:- i. setting targets and guidelines and co-ordinating inspection of secondary schools; ii. recommending strategies for improving the quality of secondary education; iii. preparing quarterly, mid-year and annual school inspection reports and ensuring follow-up actions for secondary schools; iv. evaluating effectiveness of instructional materials intended for use in secondary schools; v. preparing lists of instructional materials intended for use in secondary schools; and vi. monitoring adherence to set laws, regulations and directives related to secondary education. Teacher Education Inspection Section The Section is responsible for the following activities:- i. setting targets and guidelines and co-ordinating inspection of Teachers Colleges; ii. recommending strategies for improving the quality of teacher education; iii. preparing quarterly, mid-year and annual inspection reports and ensuring follow-up actions for teachers’ colleges; iv. evaluating effectiveness of instructional materials in use in Teachers' Colleges; v. preparing lists of instructional materials intended for use in secondary schools; and vi. monitoring adherence to set laws, regulations and directives related to teacher education. School Inspection Management Support Section The Section is responsible for the following activities:- i. reviewing policy, plans and regulations on schools and colleges inspection; ii. recruiting, training and deploying school inspectors; iii. overseeing the professional development of school inspectors; iv. coordinating work plans, financial and material resource allocation to school inspectors at districts, zones and head office; and v. issuing guidelines for the inspection of new schools and Teachers’ Colleges applying for registration. |
