Objective

To ensure majority of Tanzanians get access to quality higher education.

Functions
(i)   To provide inputs in developing, monitoring, evaluating and reviewing implementation of Higher Education policies, guidelines and standards;

(ii)  To oversee and coordinate the provision of Higher Education both internally and externally;

(iii)  To develop, monitor and evaluate the implementation of Higher Education development programmes and projects;

(iv)  To promote and facilitate research activities in Higher Education institutions;

(v)   To develop and promote academic and professional excellence in Higher Learning Institutions;

(vi)   To coordinate management support services provided by Higher Education agencies;

(vii)   To promote and sustain Regional and International Cooperation on Higher Education; and

(viii)   To promote public awareness on functions and roles of Higher Education sector.

 

This Division will be led by a Director and will comprise the following Sections:-

(i)   Development and Monitoring Section; and

(ii)   Management Support Services Section.

 

Development and Monitoring Section

This Section will perform the following activities:-

(i) Provide inputs in developing, monitoring, evaluating and reviewing implementation of various education policies on Higher Education;

(ii) Develop legal and regulatory framework for good governance and management in Higher Education and monitor and evaluate its implementation;

(iii) Develop and issue guidelines and regulations on the management and administration of Higher Education and monitor and evaluate their implementation;

(iv) Monitor and review the performance of Higher Education institutions and advice accordingly;

(v) Promote and facilitate research on issues pertaining to Higher Education;

(vi) Collect, analyse, store and disseminate data and statistics on Higher Education;

(vii) Promote public awareness on Higher Education opportunities, cost sharing policy, loan recovery, financing and investments;

(viii) Prepare and coordinate Higher Education budget;

(ix) Prepare and coordinate work plans and implementation progress reports on Higher Education;

(x) Monitor accreditation and quality assurance of Higher Education;

(xi)  Develop, review and monitor cultural agreements on Higher Education; and

(xii) Develop and evaluate projects and programmes and mobilize resources for Higher Education.

Management Support Services Section

This Section will perform the following activities:-

(i)  Maintain and update a register of higher education institutions;

(ii) Analyse, translate and facilitate operationalisation of Higher Education National Development programmes and monitor and evaluate their implementation;

(iii) Facilitate academic and professional development of higher education staff;

(iv)   Promote and facilitate admissions, ensure quality education and equitable access to higher education at affordable cost;

(v) Coordinate staff welfare matters in higher education institutions;

(vi) Coordinate and facilitate Regional and International cooperation on higher education;

(vii) Coordinate Union matters on higher education;

(viii) Provide and coordinate local and overseas scholarships, loans and grants offered to students and staff;

(ix) Coordinate and facilitate admission of government sponsored foreign students in local universities;

(x)   Monitor students welfare and their performance;

(xi)  Coordinate and facilitate welfare of Tanzania students abroad in liaison with Ministry of Foreign Affairs;

(xii)  Facilitate Government scholarships in local Higher Education Institutions under special programs;

(xiii)  Facilitate students welfare in higher education both abroad and in-country;

(xiv) Coordinate scholarships offered by Private Institutions and Non-Government Organizations;

(xv)  Maintain and up-date a Register of scholarships and sponsorships;

(xvi) Coordinate all matters related to student and staff training loans;

(xvii) Prepare and up-date reports on the employability of graduates under special programmes sponsored by the Government;

(xviii)  Prepare criteria, guidelines and contracts for scholarship awards;

(xix) Scrutinize applications for scholarship to ensure credentials are genuine;

(xx)  Facilitate acquisition of resident permits for foreign students and volunteers;

(xxi) Solicit from different sources higher education scholarships; and

(xxii)  Prepare progress reports on scholarships beneficiaries.
