1. 1.  The University of Dodoma (UDOM) is a Public Institution established in 2007 under the University of Dodoma Charter, 2007. It is strategically located within the Dodoma Region, the Capital City of Tanzania (More information is available at: https://udom.ac.tz/ ).
  2. 2.  The University of Dodoma has set aside several plots of land for investment purposes with a total size of 1,899,121.19 SQM located at the UDOM Main Campus, Dodoma, Tanzania. The University plans to establish various state-of-the-art facilities as outlined in Table 1.
  3. 3.  The described projects are expected to be sustainable sources of revenue for the University, and Private Sector; create employment; establish lending opportunities; provide opportunities for business growth; create affordable services as well as improved livelihoods.
  4. 4.  Under Regulations 35(b) and 36(1) (b & d) of the Public Private Partnership, 2020 [as amended in 2023], UDOM is authorized to solicit investors’ interest in the proposed projects and invite potentially interested private parties, investors, lenders and other entities to participate in the investment opportunities.
  5. 5.  In the view of the above, UDOM is inviting interested Investors to express their interest in one or multiple projects described in Table 1.

  1. 6.  The preliminary evaluation criteria for the Expression of Interest (EoI) are as follows:
    1. i.  Outline of the EoI indicating investor’s profile detailing the following:
      1. a.  Financial Capacity,
      2. b.  Technical Expertise,
      3. c.  Scope of Interest,
      4. d.  Legal Requirements (TIN, VAT and Tax Clearance Certificates, BRELA Certificate (if applicable) and Other required Legal Documents)
      5. e.  Project Implementation Schedule,
      6. f.   Estimated Capital Investment Cost (CAPEX),
      7. g.  Concession Time, and
  1. ii.   Revenue Sharing Model.
  2. iii.  Notarized Power of Attorney;
  3. iv.  Evidence of the Financial Capacity by submitting three (3) years           Audited Financial Reports; and
  4. v.   The approved project will have to be commenced within 12 months after signing a performance contract and submitting a bank guarantee.
  5. 7.  Individual Applicants, Firms, or Group of Companies are invited to apply. Individuals/Firms may form consortia with other firms to enhance their qualifications.
  6. 8. The University of Dodoma reserves the right to accept or reject submissions at any time prior to short-listing and awarding.
