Objective

To provide expertise and services in policy formulation, implementation, monitoring and evaluation.

Functions

  • To coordinate preparation of Ministerial policies, strategies and plans and monitor their implementation and impact and advise accordingly;
  • To analyse policies from other sectors and advise accordingly;
  • To coordinate preparations and implementations of Ministerial budgets;
  • To carry out monitoring and evaluation of the Ministry’s plans and budgets and prepare performance reports;
  • To carry out research, assessments and evaluation of Ministerial plans and provide a basis for making informed decisions on the future direction of the Ministry;
  • To encourage and facilitate the provision of services by the Private Sector in the Ministry;
  • To coordinate preparations of Ministerial contributions to the Budget Speech and Annual Economic Report;
  • To institutionalize strategic planning; budget; and monitoring and evaluation skills in the Ministry;
  • To monitor and evaluate implementation of the education sector’ long, medium Strategic plans and annual action Plans;
  • To provide advice in preparation of plans, programmes and budgetary activities of the Ministries, Agencies, Departments, Development Partners and other stakeholders including establishment of performance targets and indicators;
  • To provide technical advice including institutionalization of sector M&E process;
  • To undertake research and impact studies of plans, projects and programmes undertaken by the sector;
  • To undertake service delivery surveys to collect stakeholders/clients views on services rendered in the sector and advise management accordingly;
  • To oversee performance contracting; and
  • To coordinate and supervise programmes and projects under the Ministry;
  • To be a custodian and coordinator of Ministerial statistics; and
  • To ensure that Ministerial plans and budgets are integrated into the government budgeting process.

This Division will be led by a Director and will comprise two (2) Sections as follows:-

  • Policy and Planning Section; and
  • Monitoring and Evaluation Section.

 

Policy and Planning Section

This Section will perform the following activities:-

  • Coordinate formulation, review, implementation and monitoring of Ministry Policies; and ensure consistency with national and other policies, frameworks and strategies;
  • Review and advice on policy papers prepared by other ministries;
  • Coordinate and supervise programmes and projects under the Ministry;
  • Carry out research and impact studies of ministerial policies and provide a basis for making informed decisions on the present and future activities of the Ministry;
  • Compile implementation reports on the Ruling Party Manifesto and Parliamentary Committee Reports;
  • Prepare and coordinate sector dialogue meetings with different educational stakeholders;
  • Coordinate expenditure of DPs funds in the education sector, and coordinate sector financial dialogue with donors, development partners and other stakeholders;
  • Prepare, analyse and upload data to the ESMIS and Open Government Partnership portal related to the Unit in accordance with the agreed work flow and protocol; and
  • Coordinate formulation, preparation and monitor implementation of Ministry’s long, medium term strategic plans, annual action plans and Ministerial budgets;
  • Provide technical guidance and support for institutionalization of Strategic Planning and Budgeting process within the Ministry and its institutions;
  • Prepare various documents for projects and programs for International financing;
  • Coordinate preparation of Ministerial budget speech; and
  • Participate in analysis of outsourcing of non-core functions (Private Sector Participation.

This Section will be led by an Assistant Director.

 

Monitoring and Evaluation Section

This Section will perform the following activities:-

  • Monitor and evaluate implementation of the Ministry’ long, medium and annual plans;
  • Prepare periodic Ministry’s performance reports;
  • Collect, study and analyse statistics needed in the formulation and implementation of policies, plans and budgetary proposals;
  • Prepare, analyse and upload data to the ESMIS and Open Government Partnership portal related to the Section in accordance with the agreed work flow and protocol;
  • Oversee performance contracting;
  • Provide inputs in preparation of plans, programmes and budgetary activities of the Ministry including establishment of performance targets and indicators;
  • Provide technical advice including institutionalization of M&E process in the Ministry and its institutions;
  • Coordinate research and impact studies of plans, projects and programmes undertaken by the Ministry;
  • Oversee performance contracting;
  • Undertake service delivery surveys to collect stakeholders/clients views on services rendered by the Ministry and its institutions and advise management accordingly;
  • Coordinate mid-year and annual performance reviews;
  • Coordinate collection, analysis, interpretation and presentation of Ministerial data and statistics;
  • Be custodian and focal point of Ministry’s statistics; and
  • Coordinate the Ministry’s mid-year and annual performance reviews.

This Section will be led by an Assistant Director.
