Uthibiti Ubora wa Shule

Objective

To ensure compliance to policies, laws, regulations and other standard   setting instruments in the delivery of pre-primary, primary and secondary education including special and adult education at those levels.

Functions

  • To collaborate with the Tanzania Institute of Education and National Examination Council of Tanzania and be the think tank for quality assurance in pre-primary, primary, secondary, special, adult and non-formal; and teacher education;
  • To design and develop, in collaboration with education stakeholders, long, medium and annual internal and external quality assurance framework, strategies, programmes and plans for implementation on a regular basis;
  • To conduct external quality assurance activities in order to ensure compliance to policies, legislation, standards and guidelines related to the delivery of pre-primary, primary, secondary, special, adult and non-formal and teacher education;
  • To carry out or cause to be carried out periodic school and centres’ physical condition survey and recommend remedial measures so as to continuously improve the quality of the pre-primary, primary, secondary, special, adult and non-formal and teacher education facilities as circumstances may require;
  • To advise the Commissioner of Education on matters pertaining to quality assurance experience on pre-primary, primary, secondary, special, adult and non-formal and teacher education;
  • To conduct research on best practices on quality assurance of the delivery of pre-primary, primary, secondary, special, adult and non-formal and teacher education and advise accordingly;
  • To monitor and evaluate the quality and implementation of internal quality assurance plans and services for pre-primary, primary, secondary, special, adult and non-formal and teacher education schools, centres and colleges;
  • To inspect and recommend pre-primary, primary, secondary and special, adult and non-formal education schools and centres for registration or deregistration; and
  • To prepare and submit periodic reports to the Commissioner of Education as required by the Division’s work protocol or as may be directed from time to time by the Commissioner of Education

This Division will be led by a Director and will comprise three (3) Sections and Zone Office as follows:-

  • Pre and Primary Schools Quality Assurance Section;
  • Secondary Schools Quality Assurance Section;
  • Teachers Education Quality Assurance Section; and
  • Zone Quality Assurance Office.

 

Pre and Primary Schools Quality Assurance Section

This Section will perform the following activities:-

  • Monitor the conduct of external quality assurance activities by District Levels Quality Assurance Offices in order to ensure compliance to policies, legislation, standards and guidelines related to the delivery of pre-primary, primary, and special education;
  • Monitor the carrying out of periodic school physical condition survey and recommend remedial measures so as to continuously improve the quality of the pre-primary, primary and special education school facilities as circumstances may require;
  • Advise on matters pertaining to quality assurance experience on pre-primary education, primary education, and special education schools;
  • Prepare, analyse and upload data to the ESMIS and Open Government Partnership portal related to the Section in accordance with the agreed work flow and protocol;
  • Conduct research on best practices on quality assurance of the delivery of pre-primary, primary, and special education and advise accordingly; and
  • Monitor and evaluate the quality and implementation of internal quality assurance plans and services for pre-primary, primary, and special education schools and advise as appropriate.

     This Section will be led by Assistant Director.

 

Secondary Schools Quality Assurance Section

     This Section will perform the following activities:-

  • Monitor the conduct of external quality assurance activities by Regional and District Levels Quality Assurance Offices in order to ensure compliance to policies, legislation, standards and guidelines related to the delivery of secondary education as well as special, adult and non-formal education at secondary levels;
  • Prepare, analyse and upload data to the ESMIS and Open Government Partnership portal related to the Section in accordance with the agreed work flow and protocol;
  • Monitor the carrying out of periodic school physical condition survey and recommend remedial measures so as to continuously improve the quality of the secondary education as well as special, adult and non-formal education at secondary levels school facilities as circumstances may require;
  • Advise on matters arising from the quality assurance experience pertaining to secondary education as well as special, adult and non-formal education at secondary levels;
  • Conduct research on best practices on quality assurance of the delivery of secondary education as well as special, adult and non-formal education at secondary levels and advise accordingly; and
  • Monitor and evaluate the quality and implementation of internal quality assurance plans and services for secondary education as well as special, adult and non-formal education at secondary levels.

This Section will be led by an Assistant Director.

 

Teachers Education Quality Assurance Section

 This Section will perform the following activities:-

  • Monitor the conduct of external quality assurance activities by Regional, Local and Ward Levels Quality Assurance Offices in order to ensure compliance to policies, legislation, standards and guidelines related to the delivery of Teacher education;
  • Prepare, analyse and upload data to the ESMIS and Open Government Partnership portal related to the Section in accordance with the agreed work flow and protocol;
  • Monitor the carrying out of periodic College physical condition survey and recommend remedial measures so as to continuously improve the quality of the teacher education;
  • Advise on matters arising from the quality assurance experience pertaining to Teacher education;
  • Conduct research on best practices on quality assurance of the delivery of Teacher education; and
  • Monitor and evaluate the quality and implementation of internal quality assurance plans and services for Teacher education.

This Section will be led by an Assistant Director.

 

Zone Quality Assurance Office

        This Office in each Zone will perform the following activities:-

  • Conduct external quality assurance activities in the zone;
  • Carry out periodic school and centres’ physical condition survey and recommend remedial measures;
  • Advise the Director on matters pertaining to quality assurance at the Zonal level;
  • Monitor and evaluate the quality and implementation of internal quality assurance plans and services in the zone;
  • Prepare, analyse and upload data to the ESMIS and Open Government Partnership portal related to the Section in accordance with the agreed work flow and protocol;
  • Inspect and recommend schools and centres for registration or deregistration; and
  • Prepare and submit periodic reports as required by the Division’s work protocol or as may be directed from time to time.

   The Zone Office will be led by a Principal Officer.
