SPECIFIC PROCUREMENT NOTICE

TENDER NO. ME-024/2016-17/HQ/G/48

NATIONAL COMPETITIVE BIDDING

FOR THE SUPPLY, INSTALLATION AND COMMISSIONING OF LAN EQUIPMENT FOR ARUSHA TECHNICAL COLLEGE

1.This Invitation for Bids follows the General Procurement Notice (GPN) for this project that appeared in UNDB online with reference number AfDB34-01/15 of 20th January 2015, and on the African Development Bank Group’s Internet Website.

2The United Republic of Tanzania has received Financing from the African Development Bank in various currencies towards the cost of Support to Technical Vocational Education and Training and Teachers Education (STVET-TE).  It is intended that part of the proceeds of this loan will be applied to eligible payments under the contract for supply, installation and commissioning of LAN Equipment for Arusha Technical College

3.The Permanent Secretary, Ministry of Education, Science and Technology (MoEST) now invites sealed bids from eligible bidders for the supply, Installation and Commissioning of LAN Equipment as follows;

5.A complete set of bidding documents may be purchased by interested bidders on the submission of a written application to the above address and upon payment of a non-refundable fee of TZS. 100,000.00(Tanzania shillings one hundred thousand only)

6.The provisions in the Instructions to Bidders and in the General Conditions of Contract are the provisions of the African Development Bank Standard Bidding Document:  Procurement of Goods.

TAARIFA KWA UMMA

Wizara ya Elimu, Sayansi na Teknolojia imepokea taarifa ya kuwepo kwa Taasisi ya Msaada wa kijamii Tanzania (Tanzania Social Support Foundation - TSSF) ambayo inajitangaza kuhusika na kutoa mikopo yenye riba nafuu kwa wanafunzi wa Elimu ya Juu.

Katika Gazeti la Mwananchi Toleo Namba 6306 la Novemba 2, 2017 katika ukurasa wake wa Pili iliandika habari iliyosomeka: “Taasisi Yasisitiza Neema Mikopo Elimu ya Juu.” Habari hiyo pia inaelezea juu ya kuwepo kwa mkutano Novemba 30, 2017 kati ya TSSF na Wakuu wa Taasisi za Elimu ya Juu.

Wizara inapenda kuutangazia Umma kuwa Taarifa hizo siyo za kweli kwani TSSF haitambuliwi na Wizara ya Elimu, Sayansi na Teknolojia na tayari Wizara imeanza kufuatilia kujua uhalali wa usajili wake, hivyo wananchi hawana sababu ya kuamini kinachotangazwa na Taasisi hiyo.

Wizara inaziomba Taasisi nyingine za Serikali hasa zinazosajili Taasisi za Kiraia kufanya uchunguzi wa kina ili kujiridhisha na usajili wake.

Wakati huohuo, Wizara inamwagiza Mkurugenzi Mkuu wa Taasisi hiyo ya TSSF, Bw. Donati Salla, au mwakilishi wake kufika Makao Makuu ya Wizara ya Elimu, Sayansi na Teknolojia, akiwa na nyaraka zote muhimu za utambulisho wa Taasisi yake. Akifika aonane na Katibu Mkuu wa Wizara.

REQUEST FOR EXPRESSIONS OF INTEREST FOR TECHNICAL ASSISTANCE FOR CAPACITY BUILDING ON LABOUR MARKET SURVEYS, STUDENTS’ TRACER STUDIES AND EMPLOYERS SATISFACTION SURVEYS

The Government of the United Republic of Tanzania has received a loan from the African Development Fund toward the cost of Support to Technical Vocational Education and Training and Teachers Education Project and intends to apply part of the agreed amount for this Loan to payments under the contract for Technical Assistance for Capacity Building on Labour Market Surveys, Student Tracers Studies and Employers Satisfaction Surveys.

The services under this assignment include: Identification of best practices in relation to measurement of instructor performance; student satisfaction; training agency performance; graduate satisfaction; employers satisfaction; assessment of current practices (situation) in Tanzania so as to identify gaps; development of modules for capacity building and implementing capacity building program.

The Ministry of Education, Science and Technology now invites eligible consultants to indicate their interest in providing these services. Interested individual consultants must provide information indicating that they are qualified to perform the services by submitting updated CV’s, description of similar assignments, experience in similar conditions and relevant skills.

In order to ensure complementarities of skills, a consultant with the following specific qualifications and experience will be contracted to carry out the assignment:

  • At least Master’s degree or higher in fields of Education, Engineering, Accountancy, Economics, Project Management or Monitoring and Evaluation;
  • Not less than five years of doing research activities;
  • Knowledge and relevant experience on: student and graduate tracer studies; and employer satisfaction surveys;
  • Have at least done one labour market/tracer study analysis;
  • Knowledge and relevant experience on teaching including microteaching;
  • Excellent command of English is required and knowledge of Kiswahili desirable;
  • Knowledge and relevant experience on delivery of CBET will be an added advantage; and
  • Excellent analysis and report writing skills.

Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the African Development Bank’s “Rules and Procedures for the use of Consultants” of May, 2008 Edition Revised July 2012, which is available on the Bank’s website at http://www.afdb.org.

Wizara ya Elimu, Sayansi na Teknolojia imepokea taarifa ya kuwepo kwa kikundi cha watu wanaojitangaza kutoa nafasi za udhamini wa masomo kwa kutumia majina ya ofisi za kibalozi. kikundi hicho kimekuwa kikiwataka waombaji kulipa ada ya maombi kiasi cha shilingi laki sita (600,000/=) za kitanzania.

Wizara ya Elimu, Sayansi na Teknolojia inapenda kuutaarifu Umma kuwa Wizara haihusiki na kikundi hicho na kwamba watu hao wanafanya shughuli hizo kinyume na taratibu za Serikali. Wizara inapenda kuwajulisha watanzania wote kuwa nafasi zote za masomo zinazotangazwa na Serikali hutolewa kupitia Vyombo mbalimbali vya habari, Tovuti ya Wizara pamoja na Tume ya Vyuo Vikuu. Watanzania wanaoomba kunufaika na nafasi zinazotolewa na nchi wahisani hawatakiwi kulipa malipo yoyote. Wizara inatoa wito kwa wananchi na wadau wote wa Elimu kutoa taarifa kwa vyombo vinavyohuska wanapoombwa fedha kutoka kwa wahalifu hao ili sheria iweze kuchukua mkondo wake.

TATHMINI YA MWAKA 2016 P4R

Wizara ya Elimu, Sayansi na Teknolojia na OR - TAMISEMI kwa kushirikiana na Washirika  wa maendeleo, wamekutana mjini Dodoma kufanya Tathmini  ya utekelezaji wa Programu ya Lipa Kulingana na Matokeo ( EP4R)  kwa mwaka 2016/17 ili kuona mafanikio yaliyopatikana, changamoto na kuweka mikakati ya kutatua changamoto zilizopo katika suala la utoaji wa Elimu bora Nchini.
 
Akizungumza wakati wa ufunguzi wa mkutano huo Mratibu wa Programu ya Lipa Kulingana na Matokeo  Gerald Mweli kutoka Wizara ya Elimu, Sayansi na Teknolojia amesema programu hiyo inafanya tathmini ili kujua hali halisi ya utekelezaji wa majukumu, kwa kiasi gani mradi umefanikiwa lakini pia kuona changamoto na namna ambavyo serikali kwa kushirikiana na washirika wa watakavyozitatua.
 
Mweli ametaja  mafanikio yaliyopatikana kupitia mradi huo,kuwa ni pamoja na  kujenga na kukarabati  miundombinu chakavu ya shule za Msingi na Sekondari zipatazo 361 kutoka katika Halmashauri 129, vyumba vya mdarasa 1,435, mabweni 261, majengo ya utawala 11, mabwalo 4, vyoo 2,832, nyumba za walimu 12, maktaba 4, na uwekaji wa maji katika shule nne (4).
 
Kwa upande wa vyuo vya ualimu programu imefanikiwa kukarabati  vyuo 10 vya ualimu ikiwa ni pamoja na kununua  compyuta 260 zitakazowawezesha walimu  kutekeleza  majukumu yao kwa urahisi, magodoro 6,730 yatakayotumiwa na wanafunzi pamoja na viti 1976 kwa ajili ya wanachuo.
 
Aidha, programu imenunua vifaa vya maabara 1,696 kwa ajili ya shule za sekondari ambavyo zitasaidia katika ufundishaji wa masomo ya sayansi na kuongeza uelewa kwa wanafunzi.

Nafasi za kazi kwa walimu wa shule za msingi bado zipo. Hivyo, Wizara ya Elimu, Sayansi na Teknolojia inakaribisha maombi ya kazi kwa walimu waliohitimu mafunzo ya Ualimu ngazi ya Cheti (IIIA) mwaka 2014/15.
