Technical Vocational Education and Training Development

  • Objective

    To ensure quality and effective development of technical and vocational education and training subsectors’ policies and resource mobilisation for enhanced access, quality and equity in technical and vocational skills development.

    Functions

    • To conduct TVET skills audit from time to time;
    • To promote high quality and internationally competitive teaching and learning, research and innovation;
    • To provide inputs in developing, monitoring, evaluating plans and reviewing implementation of technical and vocational skills development policies;
    • To monitor and evaluate the implementation of the ministry’s technical and vocational skills development programmes and projects;
    • To liaise with the Tanzania Commission for Universities as well as the National Council for Technical Education, Vocational Education and Training Authority and other professional bodies and thereby facilitate the development of quality and relevant technical and vocational and related skills-sets in the country;
    • To promote and sustain Regional and International Cooperation on Technical and vocational skills development;
    • To maintain a closer working relation with the ministry responsible for Folk as well as Community Education for harmonious development of vocational and technical skills at community levels;
    • To promote public awareness on functions and roles of technical and vocational skills subsector; and
    • To prepare and submit periodic reports as required from time to time.

    This Division is led by a Director and comprises the following Sections:-

    • Technical Education and Training;
    • Vocational Education and Training; and
    • Management Support Services.

     

  • Technical Education and Training Section

    This Section performs the following activities:-

    • Facilitate operationalization of the Education and Training Policy as well as Technical and Vocational Education and Training Development Programme;
    • Prepare, analyse and upload data to the ESMIS and Open Government Partnership portal related to the Section in accordance with the agreed work flow and protocol;
    • Provide inputs in developing, monitoring, evaluating and reviewing implementation of various education policies on Technical education and training including financing;
    • Facilitate operationalization of the East African Community Treaty, its Protocols and Annexes as well as other regional and international instruments on technical education and training to which Tanzania is a Party;
    • In collaboration with technical education and training stakeholders in organisation of the Annual Technical Education and training Forum;
    • Promote public awareness on Technical education opportunities, cost sharing, loan recovery, financing and investments policies, strategies, and action plans;
    • Prepare and submit progress reports on technical education and training to inform policy development processes;
    • Initiate, develop and maintain cultural and development links and agreements on technical education and training;
    • Initiate, develop and mobilize resources for technical education and training development in the country;
    • Promote programmes for sustainable collaboration between the technical education and training institutions, industry and businesses; and
    • Prepare and submit periodic reports as required from time to time.

    This Section is led by an Assistant Director.

  • Vocational Education and Training Section

    This Section performs the following activities:-

    • Operationalize of the Technical and Vocational Education and Training Development Programmes, monitor, evaluate and advise on their implementation by the regulatory and professional bodies as well as institutions for effective skills development;
    • Prepare, analyse and upload data to the ESMIS and Open Government Partnership portal related to the Section in accordance with the agreed work flow and protocol;
    • Provide inputs in developing various education policies on vocational education and training including vocational education and training financing;
    • Operationalize the East African Community Treaty, its Protocols and Annexes as well as other regional and international instruments on vocational education and training to which Tanzania is a Party;
    • In collaboration with vocational education and training stakeholders, organise or oversee the organisation of the Annual vocational Education and Training Forum;
    • Promote public awareness on Vocational education and training opportunities, cost sharing, loan recovery, financing and investments policies, strategies, and action plans;
    • Prepare and submit progress reports on vocational education and training to inform policy development processes;
    • Initiate, develop and maintain cultural and development links and agreements on vocational education and training;
    • Initiate, develop and mobilize resources for vocational education and training development in the country;
    • Initiate, develop, put in place or promote programmes for sustainable collaboration between the vocational education and training institutions, industry and businesses; and
    • Prepare and submit periodic reports as required from time to time.

    This Section is led by an Assistant Director.

     

  • Management Support Services Section

    This Section performs the following activities:-

    • Oversee and promote the development of technical and vocational training and education institutions under the Ministry;
    • Initiate and design the establishment of new technical and vocational training and education institutions taking into account the skills needs in the country;
    • Prepare, analyse and upload data to the ESMIS and Open Government Partnership portal related to the Section in accordance with the agreed work flow and protocol;
    • Initiate, develop and mobilise resource for academic and professional development of technical and vocational skills development staff;
    • Promote and advocate for access, quality and equity in technical and vocational education and training and at affordable cost;
    • Solicit, promote, strengthen and facilitate broader availability of local and overseas scholarships, loans and grants to technical and vocational skills development students and staff;
    • Support and facilitate the growth of students and staff welfare in technical and vocational skills development institutions;
    • Oversee and promote the welfare of Tanzania students abroad in liaison with Ministries responsible for foreign and regional affairs;
    • Maintain and up-date a Register of foreign and regional scholarships and sponsorships;
    • Conduct tracer studies, prepare and up-date reports on the employability of graduates as well as skills sets and advise regulatory and professional bodies as well as industries and businesses accordingly;
    • Advise on criteria, guidelines and procedures for technical and vocational skills development scholarships, grants and loans;
    • Facilitate acquisition of resident permits for foreign lecturers, students and volunteers; and
    • Prepare and submit periodic reports to the Director as required by the section’s work protocol.
