Information, Communication, Technology and E-Learning

  • Objective

    To ensure value adding development of the Information, Communication, Technology and Technology Enabled Learning support services and oversee quality development of e-learning platforms in the sector.

    Functions

    • To promote high quality and country focused Information, Communication, Technology and Technology Enabled Learning framework;
    • To advise on the development of Library Resources and Services;
    • To coordinate innovations on and utilisation of e-teaching and learning; and
    • To prepare and submit periodic reports as required from time to time.

    The Division is led by a Director have the following Sections:

    • Information Communication Technology (ICT);
    • Technology Enabled Learning; and
    • Information Resources and Library Services.

  • Information Communication Technology Section

     

    This Section performs the following activities:-

    • Be the ICT think tank for the ministry;
    • Develop and coordinate Integrated Management Information System for the Ministry;
    • Monitor, review and facilitate implementation of ICT and e-Government policy;
    • Coordinate and advise on procurement of quality software and hardware for the Ministry ;
    • Establish and coordinate use of electronic mail communications;
    • Establish and maintain Local Area Network (LAN) and Wide Area Network (WAN);
    • Develop and maintain ministerial web-portals;
    • Develop, maintain standards for software, hardware and security of the system;
    • Carry out studies and propose programme/project of using ICT as an instrument to improve service delivery to and by the Ministry;
    • Initiate and facilitate training for proper use of the system; and
    • Prepare and submit periodic reports as required by from time to time.

    This Section is led by an Assistant Director.   

  • Technology Enabled Learning Section

    This Section performs the following activities:-

    • Be the sector’s think tank on technology enabled learning;
    • Develop, monitor, evaluate and review implementation of policies and guidelines on technology enabled learning in schools and colleges;
    • Facilitate the design, preparation and production of hard and software for technology enabled learning;
    • Facilitate the design, preparation and production of educational programs through various media including radio, televisions, social media such as Twitters, Face book, LinkedIn and others for the education sector utilisation;
    • Coordinate recognition, registration and protection of teaching and learning innovations in the sector;
    • Coordinate the engagement of different stakeholders in in the development and utilisation of technology and innovation to enable effective learning;
    • Prepare educational journals and supplementary materials and avail them to stakeholders through different media;
    • Design, organise and mobilise resources to orient parents, teachers and students on the use of emerging innovations and technology for teaching and learning in the classroom and home situations;
    • Oversee design preparation and production of practical programs by using technology and in accordance with the approved curricula;
    • Conduct research on teaching and learning innovations and advice accordingly;
    • Monitor and evaluate technology enabled learning programs in schools and teachers’ education colleges and submit periodic reports to advise policy and standards development in this area;
    • Maintain an up to date Register of foreign and local providers of technology enabled learning solutions and those who apply such solutions;
    • Monitor all technology enabled programmes and projects in the sector and report on their impact and compliance to agreed protocols;
    • Conduct tracer studies, prepare and up-date reports on the impact of technology enabled learning solutions on skills development and advise regulatory and professional bodies as well as industries and businesses accordingly; and
    • Prepare and submit periodic reports as required from time to time.

    The Section is led by an Assistant Director. 

  • Library Services and Information Section

    The Section performs the following activities:-

    • Operationalize the Education and Training Policy and other policies and monitor, evaluate and advise on their implementation;
    • Provide inputs in developing and reviewing implementation of various policies on information and library services;
    • Analyse, translate and facilitate operationalization of the East African Community Treaty, its Protocols and Annexes as well as other regional and international instruments on information and library services to which Tanzania is a Party;
    • Conduct advocacy on information and library services issues;
    • In collaboration with information and library services stakeholders, organise or oversee the organisation of the Annual Information Resources and Library Services Forum;
    • Initiate, develop and maintain cultural and development links and agreements on information and library services;
    • Support Tanzania Library Services Board in the promotion and establishment of libraries at schools, Colleges, Universities, Local Governments and Regional levels;
    • Initiate and participate in campaigns for the promotion of a knowledge society through sustainable development of the culture of reading;
    • Provide advice on all matters relating to Information and Library Services;
    • Carry out research on Information and Library Services in the country; and
    • Prepare and submit periodic reports as required from time to time.

    This Section is led by an Assistant Director.
