The Government of the United Republic of Tanzania has received a loan from the African Development Fund toward the cost of Support to Technical Vocational Education and Training and Teachers Education Project and intends to apply part of the agreed amount for this Loan to payments under the contract for Technical Assistance for Capacity Building on Labour Market Surveys, Student Tracers Studies and Employers Satisfaction Surveys.
The services under this assignment include: Identification of best practices in relation to measurement of instructor performance; student satisfaction; training agency performance; graduate satisfaction; employers satisfaction; assessment of current practices (situation) in Tanzania so as to identify gaps; development of modules for capacity building and implementing capacity building program.
The Ministry of Education, Science and Technology now invites eligible consultants to indicate their interest in providing these services. Interested individual consultants must provide information indicating that they are qualified to perform the services by submitting updated CV’s, description of similar assignments, experience in similar conditions and relevant skills.
In order to ensure complementarities of skills, a consultant with the following specific qualifications and experience will be contracted to carry out the assignment:
- At least Master’s degree or higher in fields of Education, Engineering, Accountancy, Economics, Project Management or Monitoring and Evaluation;
- Not less than five years of doing research activities;
- Knowledge and relevant experience on: student and graduate tracer studies; and employer satisfaction surveys;
- Have at least done one labour market/tracer study analysis;
- Knowledge and relevant experience on teaching including microteaching;
- Excellent command of English is required and knowledge of Kiswahili desirable;
- Knowledge and relevant experience on delivery of CBET will be an added advantage; and
- Excellent analysis and report writing skills.
Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the African Development Bank’s “Rules and Procedures for the use of Consultants” of May, 2008 Edition Revised July 2012, which is available on the Bank’s website at http://www.afdb.org.
