Objective
To ensure quality in the process of education and training policies, strategies and plans’ design, development, implementation, monitoring, evaluation and updates in the ministry.
Functions
- To coordinate preparation of ministerial policies, strategies and plans and monitor their implementation and impact and advise accordingly;
- To analyse policies from other sectors and advise accordingly;
- To coordinate preparations and implementations of ministerial budgets;
- To carry out monitoring and evaluation of the Ministry’s plans and budgets and prepare performance reports;
- To carry out research, assessments and evaluation of ministerial plans and provide a basis for making informed decisions on the future direction of the Ministry;
- To encourage and facilitate the provision of services by the Private Sector in the Ministry;
- To coordinate preparations of Ministerial contributions to the Budget Speech and Annual Economic Report;
- To institutionalize strategic planning; budget; and monitoring and evaluation skills in the Ministry;
- Monitor and evaluate implementation of the education sector’ long, medium and annual Strategic Plans;
- Prepare periodic sector performance reports;
- Research, collect, and analyse sector statistics needed in the formulation and implementation of sector dialogues, policies, plans and budgetary proposals;
- Collect and appraise research findings for informed decisions;
- Provide advice in preparation of plans, programmes and budgetary activities of the Ministries, Agencies, Departments, Development Partners and other stakeholders including establishment of performance targets and indicators;
- Provide technical advice including institutionalization of sector M&E process;
- Undertake research and impact studies of plans, projects and programmes undertaken by the sector;
- Undertake service delivery surveys to collect stakeholders/clients views on services rendered in the sector and advise management accordingly; and
- To ensure that ministerial plans and budgets are integrated into the government budgeting process.
This Division is led by a Director and comprises the following Sections:-
- Policy;
- Planning; and
- Monitoring, Evaluation and Performance Reporting.
Policy Section
This Section performs the following activities:-
- Coordinate formulation, review, implementation and monitoring of Ministry Policies; and ensure consistency with national and other policies, frameworks and strategies;
- Review and advice on policy papers prepared by other ministries;
- Carry out research and impact studies of ministerial policies and provide a basis for making informed decisions on the present and future activities of the Ministry;
- Compile implementation reports on the Ruling Party Manifesto and Parliamentary Committee Reports; and
- Prepare and submit periodic reports as required from time to time.
This Section is led by an Assistant Director.
Planning Section
This Section performs the following activities:-
- Coordinate formulation and preparation of Ministry’s long, medium and annual term strategic plan, action plans and budgets;
- Receive and consolidate inputs from ministry’s Divisions, independent Units and institutions and prepare the ministry annual budget;
- Monitor allocations and expenditure;
- Compile reports on Ministerial strategic plans, projects, programmes and Action Plans and develop strategies and follow up for resource mobilization;
- Provide technical guidance and support for institutionalization of Strategic Planning and Budgeting process within the Ministry and its institutions;
- Prepare various documents for projects and programs for International financing;
- Coordinate preparation of Ministerial budget speech;
- Participate in analysis of outsourcing of non-core functions (Private Sector Participation); and
- Prepare and submit periodic reports as required from time to time.
This Section is led by an Assistant Director.
Performance Monitoring and Evaluation Section
This Section performs the following activities:-
- Monitor and evaluate implementation of the Ministry’ long, medium and annual plans;
- Prepare periodic ministry’s performance reports;
- Collect, study and analyse statistics needed in the formulation and implementation of policies, plans and budgetary proposals;
- Provide inputs in preparation of plans, programmes and budgetary activities of the Ministry including establishment of performance targets and indicators;
- Provide technical advice including institutionalization of M&E process in the ministry and its institutions;
- Undertake research and impact studies of plans, projects and programmes undertaken by the Ministry;
- Undertake service delivery surveys to collect stakeholders/clients views on services rendered by the ministry and its institutions and advise management accordingly; and
- Coordinate the ministry’s mid-year and annual performance reviews.
This Section is led by an Assistant Director.
