Objective
To catalyse and champion good practices in the sustainable development of the primary and secondary education subsectors.
Functions
- To be the ministry’s think tank on pre-primary, primary and secondary as well as special and adult education development;
- To provide inputs in developing, monitoring, evaluating and reviewing implementation of various education policies on basic education and primary and secondary as well as special and adult and non-formal education;
- To analyse, translate and facilitate operationalization of the East African Community Treaty, its Protocols and Annexes as well as other regional and international instruments on basic education;
- To conduct advocacy on pre-primary, primary and secondary as well as special and adult and non-formal education issues;
- To collaborate with stakeholders, organise or oversee the organisation of the annual Education Week;
- To initiate, develop and maintain cultural and development links and agreements on pre-primary, primary and secondary as well as special and adult and non-formal education;
- To provide guide for talent development; and
- To initiate, develop, put in place and promote programmes for sustainable collaboration between the basic and secondary education subsectors, industry and businesses;
This Division is led by a Director and comprises the following sections:
- Pre - Primary and Primary Education Policy Section;
- Secondary Education Policy Section;
- Adult and Non-formal Education Policy Section;
- Special Needs Education Policy Section; and
- Diversity Policy Section.
Pre - Primary and Primary Education Policy Section
This Section performs the following activities:
- Provide inputs for development of pre-primary and primary education policies, legislations and guidelines;
- Provide inputs for the development of pre-primary and primary education curriculum;
- Prepare, analyse and upload data to the ESMIS and Open Government Partnership portal related to the Section in accordance with the agreed work flow and protocol;
- Conduct research on issues pertaining to pre-primary and primary education;
- Provide guide for talent development;
- Prepare, analyse and upload data to the ESMIS and Open Government Partnership portal related to the Section in accordance with the agreed work flow and protocol;
- Prepare and submit periodic reports as required.
This Section is led by an Assistant Director.
Secondary Education Policy Section
This Section performs the following activities:
- Provide inputs for development of secondary education policies, legislations and guidelines;
- Provide inputs for the development of secondary education curriculum;
- Prepare, analyse and upload data to the ESMIS and Open Government Partnership portal related to the Section in accordance with the agreed work flow and protocol;
- Provide guide for talent development;
- Conduct research on issues pertaining to secondary education; and
- Prepare and submit periodic reports as required from time to time.
This Section is led by an Assistant Director.
Adult and Non-formal Education Policy Section
This Section performs the following activities:
- Provide inputs for development of adult and non-formal education policies, legislations and guidelines;
- Prepare, analyse and upload data to the ESMIS and Open Government Partnership portal related to the Section in accordance with the agreed work flow and protocol;
- Provide inputs for the development of Adult and Non-formal Education Curriculum;
- Provide guide for talent development;
- Conduct research on issues pertaining to adult and non-formal education; and
- Prepare and submit periodic reports as required from time to time.
This Section is led by an Assistant Director.
Special Needs Education Policy Section
This Section performs the following activities:-
- Provide inputs for development of special education policies, legislations and guidelines;
- Supervise the Central Resource Centre (Braille Press);
- Initiate and develop mechanisms for sustainable resource mobilisation for special needs education in schools and teachers training colleges;
- Provide guide for talent development;
- Prepare, analyse and upload data to the ESMIS and Open Government Partnership portal related to the Section in accordance with the agreed work flow and protocol;
- Support the development and implementation of mechanism for collaboration with societies for and of the handicapped;
- Conduct research on Special Needs Education and advice school and teachers colleges owners and regulators accordingly;
- Provide inputs for preparation of Special Needs Education Curricula and standards;
- Initiate, develop, monitor and evaluate implementation of projects, programmes and mobilise resources for special needs education; and
- Prepare and submit periodic reports as required.
The Section is led by an Assistant Director.
Diversity Policy Section
This Section performs the following activities:-
- Develop, monitor, evaluate and review the implementation of regulations and guidelines on cross cutting issues;
- Identify diversity best practices that need to be mainstreamed in the curricula by Tanzania Institute of Education (TIE) and monitor their implementation;
- Coordinate gender responsiveness initiatives pertaining to education and training;
- Provide guide for talent development;
- Initiate guidelines for proper coordination of HIV and AIDS education in schools;
- Prepare, analyse and upload data to the ESMIS and Open Government Partnership portal related to the Section in accordance with the agreed work flow and protocol;
- Develop, monitor, evaluate and review implementation of guidelines on provision of care and support services to HIV and AIDS affected and infected students; and
- Prepare and submit periodic reports as required.
