Introduction
The Education by Radio Unit is under the supervision of the Chief Education Officer. This Unit acts as a communication channel for the Ministry of Education and Vocational Training charged with educating, informing and sensitizing the community on the provision of Education as per the Education and Training Policy of 1995. The unit also coordinates four sections, namely; Guidance and Counseling, Gender Issues, Environmental Education, HIV/AIDS, and Family Life Education.
The main roles of the Unit:
- To prepare and air School Broadcast Programmes for schools and Teachers Colleges.
- To educate and sensitize the community on quality, equality, policy and Educational guidelines for the improvement of Education by involving all education stakeholders.
- To continue with reviving other subjects for school programmes through Radio in collaboration with RTD.
- To evaluate the reception of school programmes through Radio.
Other roles are:
- To coordinate Guidance and Counseling services in Schools and Teachers Colleges and Gender Issues.
- To Coordinate Environmental Education in Schools and Teachers Colleges.
- To coordinate HIV/AIDS Education Programme in Schools and Teachers colleges.
- To coordinate Family Life Education in Schools and Teachers Colleges.
Radio Programmes:
The unit executes its roles mainly by preparing and airing School and Mass sensitization Educational Programmes. The Time Table for the Programmes is as follows:

The revival of School Broadcast started in 2003 targeting at quality improvement in the provision of Primary Education in the country. The Ministry of Education and Vocational Training issued Circular No. 1 of 2003 directing all Heads of Primary Schools to purchase Radio/Batteries using Development Fund so that pupils and teachers listen to school Broadcast.
Education by Radio is one of the strategies of communication that can provide equal access to Education as it is prepared and aired to all at the same time by teachers who are experts in different subjects.
The subjects which are broadcasted adhere to school curriculum and aired as per school schedule. The following are the subjects which are being broadcasted in 2006.
English: Standard V – VII (24 Programmes per year for each class. Total no. of English Programmes = 72).
Social Studies: Standard V – VII (24 Programmes per year for each class. Total No. of Social Studies Programmes = 72).
Kiswahili: Standard V – VII (24 Programmes per year for each class. Total number of Kiswahili Programme = 72).
Strategies for increasing the number of Radio Programmes in other subjects and classes are in the pipe line. The ultimate goal is to develop Radio Programmes to reach standard three (as revealed in the study carried out by the Unit in 2002 involving the target group).

- Guidance and Counseling
Introduction
Guidance and Counseling Section has been established in the Ministry of Education and Vocational Training to coordinate Guidance and Counseling services in Schools and Teachers Colleges.
The provision of guidance and counseling services is mandatory in all Schools and Teachers Colleges as stipulated in the Education and Training Policy (1995).
Specific roles of the Section:
- To co-ordinate guidance and counseling services in schools and Teachers Colleges.
- To collaborate and network with other stakeholders for experiential sharing and support.
- To provide guidance and counseling and Gender guidelines, and other information Education Communication materials.
- To organize and train Teachers on counseling skills.
- To monitor and evaluate Guidance and Counseling services in Schools and Teachers Colleges.
Achievements:
- A circular for the establishment of guidance and counseling services in schools and colleges (No. 11 of 2002 titled “Uanzishaji wa Huduma za Malezi na Ushauri Nasaha katika Shule na Vyuo vya Ualimu”) has been issued.
- A guide for counselors in Schools and Teachers Colleges has been developed (it is ready for printing). This guide is a practical tool for strengthening the implementation of circular No. 11 of 2002. On the other hand, it assists counselors to widen their knowledge, skills and methodologies of imparting counseling services to students.
- 600 Secondary school based counselors have been trained and are providing guidance and counseling services in the respective schools.
- 30 Tutor counselors have been trained to provide guidance and counseling services in the respective Teachers Colleges.
- 10 Tutors have been trained in guidance and counseling skills in Malawi at the “Guidance and Counseling and Youth Development Centre for Africa” which is a SADC Programme and Tanzania is a member to it.
- Tanzania has constantly maintained her annual membership contribution of USD 10,000 towards the management of the centre.
The unit however, coordinates cross cutting issues through a technical working group which is comprised of members from MoEVT departments , Institutions and Agencies.
CROSS CUTTING ISSUES (CCIs).
The main Cross Cutting Issues addressed by the Ministry of Education and Vocational Training (MoEVT) are Gender Issues, Environment Education, HIV/AIDS , and Guidance and Counselling. MoEVT has established a Cross Cutting Technical Working Group (CCITWG) which comprises of representatives from all MoEVT departments, Institutions and Agencies. The main function of the Technical working group is policy formulation and coordination of the implementation of Cross Cutting Issues in MoEVT.
Status of Implementation of CCIs in MoEVT.
Since its establishment in 2003, the CCITWG has carried out the following activities:
- Conducted a Baseline Study on MoEVT Response to HIV/AIDS.
- Developed the Guideline and checklist for Mainstreaming Cross Cutting Issues in all MoEVT departments, institutions and agencies.
- Developed a guideline for Primary school teachers called “Shule Rafiki Kijinsia”. This guideline helps the school management to create a gender friendly school.
- developed a guideline on Environmental Education for Primary School teachers.
- Developed a guideline for Guidance and Counselling SERVICES for primary and secondary school teachers.
- Provided training to50 representatives from each zone on HIV/AIDS, GENDER. Environment education and guidance and counseling.
Establishment of Gender Desk in MoEVT.
This intervention is an implementation of the directive from the Ministry of Community Development, Gender and Children to all Ministries. The Gender Focal Person (GFP) appointed by the Permanent Secretary since 2004 and has established the Technical Gender Committee (TGC) which comprises representatives from all MoEVT departments, Institutions and Agencies. This formation is called Gender desk. The GFP is currently working very closely with the CCITWG in developing the MoEVT Strategic Plan 2008-2012.
