PRIMARY EDUCATION DEPARTMENT

Introduction:

The department was originally known as Primary Education before the conceptualization of the Education and Training Policy in (995) and the launching of the Education Sector Development Programme [ESDP] in 1996. Thereafter, the department changed its name to Primary Education comprising of pre–primary, primary and Complementary basic Education (COBET) cattering for Cohort I [age11 –13].

DEPARTMENT OF PRIMARY EDUCATION

PURPOSE AND SCOPE

To ensure that quality of plans, inputs Processes and outputs of the Primary Education Programme in Tanzania are in accordance with set

MAIN ROLE AND RESPONSIBILITIES

  • To advise the Chief Education Officer on all matters pertaining to basic education:
  • To recommend curriculum guidelines, curriculum package and syllabi for Primary Education;
  • To approve and issue guidelines on the quality of instructional materials intended for use in pre-primary and primary schools;
  • To approve and issue minimum standards of basic education, performance and achievement levels for pupils in pre-primary schools;
  • To approve guidelines for the professional development of pre primary and primary school teachers;
  • To approve areas of project or programme intervention in Primary education after consultation with the Chief Education Officer;
  • To approve the basic education master plan after consultation with the Chief Education Officer;
  • To approve guidelines for the adaptation of innovations in basic education.
  • To approve guidelines for the provision of special educational needs and services to disabled and talented pupils in pre-primary and primary schools;
  • To approve strategies and guidelines for improving the quality of primary education after consultation with the Chief Education Officer;
  • To recommend guidelines and strategies for the implementation of primary education policy, plans and regulations;
  • To recommend applications for the ownership, management and registration of pre-primary and primary schools;
  • To approve guidelines for the enrolment services and transfer of primary school pupils after consultation with the Chief Education Officer;
  • To approve guidelines for the recruitment and development of pre-primary and primary school teachers;
  • To approve guidelines for the management and administration of pre-primary and primary schools;
  • To approve and issue licenses to teach in pre-primary and primary schools after consultation with the Chief Education Officer;
  • To recommend guidelines for the financing of basic education; budget preparation, revenue collection, control of expenditure and allocation of financial and material resources to owners of pre-primary and primary schools;
  • To Ensure the preparation and management of an appropriate plan and budge for the division;
  • To prepare and submit an annual evaluation report for basic education.
  • To accomplish any other duties as may be assigned by the Chief Education Officer in accordance with Standing Orders for the Public Service 1994 F. 12.

Primary Education- Management Section

MAIN DUTIES AND RESPONSIBILITIES

  • To coordinate, review and recommend strategies and guidelines for the implementation of basic Education Policy, plans, laws and regulation;
  • To recommend application for the ownership, management and registration of pre-primary and primary schools;
  • To ensure the maintenance of up – to - date registers for the ownership, management and registration of pre-primary and primary schools;
  • To review and recommend guidelines for enrolment services and transfer of primary school pupils;
  • To recommend guidelines for the recruitment, and deployment of pre-primary and primary schools teachers.
  • To review and recommend guidelines for the management and administration of pre-primary and primary schools.
  • To recommend applications for licenses to teach in pre-primary and primary schools.
  • To liaise with Ministry responsible for Local Government in preparing and recommending guidelines for the planning and financing of basic Education, Budget preparation, revenue collection, expenditure control and allocation of financial and material resources to pre-primary and primary schools;
  • To coordinate the preparation and recommend an appropriate plan and budget for the division.
  • To accomplish any other duties as may be assigned by the Director of Basic education Division in accordance with Standing Orders for the Public Service 1994.

Primary Education-Development and Monitoring Section

PURPOSE AND RELATIONSHIP

SUPERVISES: Schedule Officers under the Section

PURPOSE AND SCOPE: To oversee, review and quality of courses, technical inputs, processes and outputs of pre-primary and primary schools.

DUTIES AND RESPONSIBILITIES

  • To recommend curriculum guidelines, curriculum package and syllabi for Primary Education:
  • To recommend guidelines for the quality of instructional materials intended for use in pre-primary and primary schools;
  • To review and recommend minimum standards of basic education, performance and achievement levels of pupils in pre-primary and primary schools;
  • To monitor adherence to set standards, performance and achievement levels in basic education and make appropriate recommendations;
  • To monitor and recommend strategies and guidelines for the professional development of pre-primary and primary school teachers;
  • To recommend areas of project or programme intervention in basic education;
  • To recommend basic education master plan for the purpose of initiating programmes and projects to improve the quality of basic education
  • To recommend guidelines for the adaptation of innovations in basic education:
  • To review and recommend guidelines for the provision of special educational needs and services to disabled and talented pupils in pre-primary and primary schools:
  • To review and recommend strategies and guidelines for improving the quality of basic education.

MAJUKUMU YA AFISAELIMU WA MKOA

  • Kuwakilisha Wizara ya Elimu na Utamaduni katika ngazi zote za kielimu katika Mkoa.
  • Kufafanua na kusimamia utekelezaji wa Sera ya Elimu na Mafunzo, katika Elimu ya Awali na Msingi, Sekondari, Mafunzo ya ualimu, Elimu ya Watu Wazima na Vituo vya ufundi Stadi.
  • Kuwa Mshauri Mkuu wa Katibu Tawala wa Mkoa kuhusu mambo ya Elimu.
  • Kushughulikia upanuzi wa elimu ngazi ya Elimu ya Awali, Elimu ya Msingi, Elimu ya Ufundi, Elimu ya Watu Wazima, Elimu ya Sekondari na Elimu ya Ualimu.
  • Kusimamia maslahi ya walimu.
  • Kuratibu, kusimamia, kuendesha na kutathmini Mitihani ya Darasa la Nne na la Saba, Kidato cha Nne na cha Sita, Mafunzo ya Ualimu pamoja na Mitihani ya Ufundi katika Mkoa wake ukishirikiana na Baraza la Mitihani Tanzania na Wizara ya Elimu na Utamaduni.
  • Kufuatilia utekelezaji wa taarifa za Ukaguzi wa Shule na Vyuo.
  • Kusimamia utekelezaji wa kazi za Maafisaelimu wa Wilaya, waliopo katika Mkoa wake.
  • Kuratibu na kuchambua Takwimu za Elimu katika Mkoa kwa ajili ya mipango ya Maendeleo katika Ngazi za Wilaya, Mkoa na Taifa.
  • Kusimamia na kuendesha uchaguzi wa wanafunzi watakaojiunga na kidato cha kwanza katika Mkoa wake.
  • Kuratibu na kusimamia uhamisho wa wanafunzi wa Elimu ya Msingi na Sekondari ndani na nje ya Mkoa.
  • Kuruhusu kukariri kwa wanafunzi shule za msingi hadi darasa la 6 kulingana na taratibu zilizopo.
  • Kuwa mjumbe wa Bodi za Tume ya Utumishi kwa Walimu katika Mkoa.
  • Kuwa Mjumbe wa Bodi ya Wilaya, Vyuo vya Ualimu na shule za Sekondari katika Mkoa wake.
  • Kuwa Mwakilishi wa Afisa Elimu Kiongozi wa Elimu katika Mikutano ya Bodi inayohusu uendeshaji, mipango ya maendeleo, nidhamu, mapato na matumizi ya fedha za shule za sekondari na vyuo vya ualimu katika Mkoa wake kulingana na kifungu cha 10 cha sera ya Elimu na Mafunzo [1995].
  • Kufanya kazi nyingine atakazopangiwa na Katibu Tawala wa Mkoa.

Council Education Officer

MAJUKUMU YA AFISAELIMU WA WILAYA

  • Kuwakilisha Wizara ya Elimu na Utamaduni katika ngazi zote
  • Kufafanua na kusimamia utekelezaji wa Sera ya Elimu na Mafunzo, Sheria na Kanuni katika Elimu ya Watu Wazima na Ufundi Stadi.
  • Kutoa ushauri wa kitalaamu kwa Halmashauri ya Wilaya, Mji au Manispaa kuhusu masuala yote ya kielimu.
  • Kudhibiti matumizi ya fedha za elimu kwa mujibu wa miongozo ya fedha za Serikali.
  • Kushughulikia upanuzi wa Elimu katika ngazi ya Elimu ya Awali, Elimu ya Msingi, Elimu ya Sekondari, Mafunzo ya Ualimu, Elimu ya Watu Wazima na Vituo vya Ufundi Stadi.
  • Kufuatilia kwa madhumuni ya kutathmini maendeleo ya Elimu katika Wilaya.
  • Kutayarisha na kusimamia utekelezaji wa mipango ya maendeleo ya Elimu kila mwaka.
  • Kuhakikisha kwamba shule zote zinaboresha mazingira ya kujifunzia na kufundishia.
  • Kuhimiza udhibiti wa nidhamu ya walimu na wanafunzi wilayani.
  • Kusimamia maslahi ya walimu.
  • Kuratibu na kusimamia mitihani ya Darasa la Nne, Darasa la Saba , Kidato cha Nne, Kidato cha Sita, Mafunzo ya Ualimu na Mitihani ya Vituo vya Ufundi Stadi katika wilaya kwa kushirikiana na Uongozi wa Elimu Mkoa na Baraza la Mitihani la Tanzania .
  • Kufuatilia Utekelezaji wa taarifa za Ukaguzi wa Shule na Vyuo.
  • Kusimamia Maendeleo ya Taaluma katika wilaya.
  • Kukusanya, kuratibu na kuchambua takwimu za elimu katika Wilaya kwa ajili ya Mipango ya Maendeleo katika ngazi ya Shule, Wilaya, Mkoa na Taifa.
  • Ni Katibu wa Kamati ya elimu na Utamaduni ya Halmashauri ya Wilaya/Mji/Manispaa kufuatana na kifungu cha 2 cha Sheria ya Elimu Na. 25 ya mwaka 1978 na kurekebishwa mwaka 1995.
  • Kufanya kazi nyingine kama utakavyoelekezwa na Mkurugenzi Mtendaji wa Wilaya.

MAJUKUMU YA AFISAELIMU TAALUMA WILAYA

Council Academic Education Officer

  • Kufundisha kila inapolazimika kufanya hivyo kwa lengo la kuonyesha mfano wa ufundishaji bora kwa walimu pamoja na kudumisha Ualimu wake.
  • Kufuatilia na kuhimiza uanzishaji na matumizi bora ya vituo vya walimu [Teachers’s Centers].
  • Kushirikiana na Wilaya katika kupanga na kuendesha semina, warsha na mikutano ya elimu ya ualimu.
  • Kuandaa mipango ya mafunzo ya walimu kazini na kushiriki katika kuwafundisha.
  • Kuhimiza na kushiriki katika kuendesha mashindano ya taaluma kwa wanafunzi wa shule za msingi.
  • Kushiriki kikamilifu katika kupanga na kusimamia mitihani ya madarasa ya IV na VII.
  • Kusoma taarifa za ukaguzi wa shule na kufuatilia utekelezaji wa ushauri unaotolewa na wakaguzi wa shule.
  • Kufanya tathmini ya mitihani ya darasa la IV na VII.
  • Kufanya utafiti wa mambo mbalimbali ya elimu wilayani mwake.
  • Kubuni mambo yanayoweza kuendeleza taaluma katika wilaya yake.
  • Kufanya ziara shuleni kwa lengo la kutaka kuzungumza na walimu kuhusu mafanikio na matatizo ya ufundishaji wa masomo.
  • Kufanya kazi nyingine za kielimu na atakazopewa na Afisaelimu wa Wilaya.

Statistics and Logistics Officer

MAJUKUMU YA AFISAELIMU WA VIFAA NA TAKWIMU WA WILAYA

  • Upanuzi na uimarishaji wa Elimu ya Msingi.
  • Kusimamia na kufuatilia ujenzi wa shule za sekondari za kutwa
  • Ukusanyaji – uhifadhi na utoaji wa takwimu za elimu ya msingi [kupokea, kuzichanganua, kuzifafanua na kuziwasilisha zinakotakiwa bila kuchelewa]
  • Mahitaji ya walimu kufanya makisio ya idadi, kwa madaraja, kufuatana na upungufu na upanuzi.
  • Vifaa vya shule – uagizaji na usambazaji kufuatana na mahitaji ya shule na fungu la fedha.
  • Mitihani – usimamizi, usafirishaji na usalama wake.
  • Fedha – usimamizi, yalingane ya mahitaji.
  • Huduma kwa wanafunzi – mahudhurio, uhamisho, chakula cha mchana.
  • Kufanya kazi zingine atakazopewa na Afisaelimu wa Wilaya.
